Two Teens Arrested In Murder Of 17-Year-Old Girl
15 and 17 Year Old Charged With Aggravated Murder

CINCINNATI - Cincinnati police now say the murder victim found in Avondale on Sunday is a teenage girl. Several hours later, they announced two teenage boys had been arrested and charged with aggravated murder.
The 15 and 16 year old boys were arrested by the District 4 Investigative Unit and uniformed officers. The boys are also chargd with Felonious Assault.
The body of 17-year-old Carrielle Rebecca Conn was found Sunday afternoon on an abandoned railroad trestle just off the end of Cleveland Avenue. Police say Conn died of a gunshot wound. Earlier reports say she had been shot several times and dumped on the unused railroad tracks.
The street, which ends in a quiet looking cul-de-sac just off Reading Road near Forest Avenue, made many residents feel safe. But that feeling of safety was shattered when police found Conn's body.
Long time neighbors like Jack Tolbert say they're shocked this has happened in their neighborhood. "Really, I mean. I couldn't believe it. He had to walk her."
When asked if Tolbert feels more reluctant to go out in the neighborhood these days, he replied, "Yes. Yes it does. It does... just to walk the street at night. I used to sit up here and listen to the baseball games at night."
It's not the first shooting death Tolbert has seen in his neighborhood. Earlier this summer, Tolbert says a man was found dead inside a car, right outside of his front porch.
Tolbert also worries that his neighbors won't tell police information that they know.
"That's true. They don't want to get involved. That's what it is. This is just my opinion of how the neighborhood is, because I live here and I know," he said.
Some Avondale community leaders say when the public becomes too afraid to step forward and give police important crime information, that can become a big part of the problem. They say that's when police lose important access to the information they need.
One community leader who worries about that is the head of the Avondale Community Council, Fulton Jefferson.
"Down on Cleveland, where they found the body, somebody had to hear something. Somebody had to hear something. Somebody did something, but the community people are into this 'I live in my home.. this is my own house here and everything else stops at the door,' " says Jefferson.
Jefferson says too often he sees people coming to community council offices complaining about crime, zoning and other issues but they're reluctant to tell what they know to police.
He adds, "We just need more parents out, and more people in the community to get involved. I think that if that was the case, that more would be more alert to things that are going around in the neighborhood."
Jefferson hopes concern about crime will bring more people out to the next Avondale Community Council meeting on Tuesday, October 18, at 6:30 p.m. in the Avondale Pride Center offices at Forest and Burnet Avenues.
The Hamilton County Prosecutor's Office says that the cases against both teenage boys will be considered for binding over to adult court during the second week in November. At that time, Judge Carla Grady will decide if the 15 and 16 year old suspects should be tried as adults.
